A 46-year-old man from Illinois has been sentenced to 30 years in prison after being convicted of strangling his mother to death, allegedly because he was upset that she had gone out on a date. The case has shocked the local community and drawn attention to issues of domestic violence and mental health.
What Happened to Norma Caraker?
The victim, 60-year-old Norma Caraker, was found dead in her bed on September 13, 2023, with a bungee cord wrapped around her neck. The police were called to her home in Troy, Illinois, after her son, Neil Howard, called 911 claiming his mother was unresponsive.
When officers arrived, they discovered signs that Caraker had been murdered. Investigators quickly identified Howard, who was living in his mother’s basement, as the main suspect.
Son Upset Over Mother’s Dating Life
According to prosecutors, Howard was deeply unhappy about his mother dating again. Assistant State’s Attorney Luke Yager told the court that the situation made Howard increasingly angry, and he finally snapped on the night of the murder.
“He got drunk and couldn’t take it anymore,” Yager said. “He wrapped that cord around her neck and pulled until she stopped breathing.”
Attempts to Shift the Blame
Howard tried to blame his mother’s date for the murder, but investigators found no evidence of anyone else being present in the home that night. All signs pointed to Howard, who had a history of violent behavior, including previous incidents involving other family members.
Yager told the court that Howard was unemployed and had a troubling pattern of violence, especially against women.
Sentencing and Legal Outcome
On May 20, 2025, the Madison County State’s Attorney’s Office confirmed that Howard was sentenced to 30 years in prison after being found guilty of first-degree murder in February. Although he will be eligible for parole at age 76, he must serve the full sentence without early release.
Prosecutors had asked for a sentence of at least 45 years, arguing that Howard posed a serious threat to society.
