Key Changes to the TABOR Refund in 2025
The Colorado legislature recently changed how TABOR refunds are issued. In 2025, refunds will only be distributed if the state surplus is high. Fortunately, this year’s surplus qualifies.
Two main benefits available in 2025:

All 2024 taxpayers will receive a reduction in the income tax rate from 4.40% to 4.25%. - Sales Tax Refund

- A 2024 PTC (Property/Rent/Heat) Rebate Application by October 15, 2025

Who Can Apply for the TABOR Refund?
To receive the TABOR refund in 2025, you must meet these basic requirements:
- File a 2024 Colorado state income tax return, or submit a PTC application
- Be a Colorado resident for at least half of 2024
- Be 18 years or older by January 1, 2025
