Colorado’s TABOR Refund: What It Is and Who Can Claim It
While there may not be a federal stimulus check, Colorado is providing a substantial refund through its TABOR program (Taxpayer’s Bill of Rights). According to state law, if the government’s revenue exceeds the budget, Colorado is required to return the surplus funds to taxpayers.

- Temporary State Income Tax Reduction: All 2024 tax filers will automatically see a reduction in the state tax rate from 4.40% to 4.25%.
- Sales Tax Refund: Colorado full-year residents may also qualify for a sales tax refund by filing either a 2024 Colorado Individual Income Tax Return or a Property/Rent/Heat Credit (PTC) Application by October 15, 2025.
The final rebate amounts will depend on factors like adjusted gross income and other eligibility requirements determined by the Colorado Department of Revenue.
Who Can Receive Colorado’s 2025 TABOR Refund?
To qualify for the 2025 TABOR refund, Colorado residents must meet the following conditions:
- File a 2024 Colorado state income tax return or submit a PTC Application by April 15, 2025.
- Live in Colorado for at least half of the 2024 tax year.
- Be 18 years or older by January 1, 2025.
Applications must be submitted through the official Colorado Department of Revenue website. Residents should complete the online form, attach supporting documents, and double-check the accuracy of their information before submission.
