Blowing Leaves and Grass Into Streets Is Illegal in Texas

This morning, while driving on Buffalo Gap Road—now free from construction—I saw two workers wearing bright yellow vests using blower vacuums. But instead of bagging the debris, they were blowing leaves and grass straight into the street.

To make matters worse, these workers seemed to be part of the road construction crew. What they were doing is actually against the law.

Why Blowing Debris Into the Street Is a Problem

Blowing lawn clippings, leaves, or trash into the street might seem harmless, but it’s illegal in Texas. This practice violates city, state, and even federal rules.

The City of Abilene Code of Ordinances clearly states that dumping debris into streets is not allowed. Why? Because it blocks drainage systems, creates flooding risks, and harms water quality in local rivers and lakes.
