A police officer in Chester, Pennsylvania, is under investigation after a cellphone video captured him punching a Black man multiple times during a traffic stop on May 27. The footage shows 42-year-old Wayne Vick lying on the ground while an officer tasers him and then strikes him in the face twice as he tries to restrain him.

Video Shows Use of Force During Arrest

The video shows the officer kneeling over Vick, who is crying out from the taser shock, and struggling to force Vick’s arm behind his back. When the officer has difficulty, he punches Vick twice on the side of his face. Backup arrives soon after Vick is handcuffed, and the officer tells bystanders, “Don’t fight the police, ma’am. It’ll happen every time.”

Officer’s Explanation and Charges Against Vick

According to court documents, the officer, Michael Brodzinski, stopped Vick for having tinted front windows. Vick pulled over but fled on foot, prompting the officer to use his taser multiple times. The officer said Vick resisted by refusing to put his hands behind his back and reaching toward his waistband, leading to the punches.

Vick was arrested and charged with multiple offenses including possession and intent to deliver controlled substances, resisting arrest, evading detention, and improper sun screening. His bail was set at $20,000, which he could not post, and he remains in custody awaiting a preliminary hearing on June 10.

Police Department Responds, Officer on Leave

Chester Police placed Officer Brodzinski on administrative leave pending an investigation. The department stated that the widely shared video does not show the full context and that body-worn camera footage will be reviewed to provide a complete account of the incident.

Calls for Independent Investigation

Mayor Stefan Roots condemned the incident, calling it deeply concerning and requested an independent investigation by the Delaware County District Attorney. “We are committed to the truth, to justice, and to ensuring accountability and professionalism in our police department,” he said.

Delaware County District Attorney Jack Stollsteimer confirmed his office will review all evidence thoroughly, assess the law, and report their findings.
