Murder Investigation Results in Two Additional Arrests, For a Total of Seven

Wichita Falls, TX – A growing number of arrests continue to emerge from a yearlong Wichita Falls Police Department (WFPD) investigation into a homicide that occurred in May 2024.

As of mid-April 2025, seven individuals have been arrested in connection with the ongoing investigation. However, no murder charges have been filed as of yet.

The arrests involve various felony offenses, from aggravated perjury and organized retail theft to unlawful possession of a firearm and stalking.

All cases appear to stem from discoveries made during the WFPD’s expansive investigation, but the exact connection to the original homicide remains unclear.

Arrests Linked to the May 2024 Homicide Investigation

Initial Five Arrests:

    • Charge: Unlawful possession of a firearm by a felon

    • Charge: Organized retail theft

Affidavits for each case reference either “an active murder investigation” or “a homicide that occurred in May 2024,” suggesting they are all part of the same larger case.

Second Arrest in Retail Theft Scheme

Jessica Florence Jones, 34, Arrested April 12, 2025

Charge: Organized retail theft (valued over $750 and under $2,500)
Bond: $15,000 – Released April 13

Jones was linked to Patricia Vasquez, an employee at Lowe’s, who allegedly sold stolen merchandise to Elmondo Gildon for about half of the retail value. Items were later found at:

  • 100 Oriole Street (owned by Gildon)
  • Another residence on North Oriole Street
  • A third property on Tulsa Street, where documents indicated remodeling work

Police confirmed the Tulsa property belongs to Jones, who they believe is both romantically and professionally involved with Gildon.

Firearm Possession and Stalking: The 7th Arrest

Maricia Rousha Blair, 51, Arrested April 14, 2025

Charges:

  • 2 counts of unlawful possession of a firearm by a felon
  • 1 count of stalking
    • Bond: $115,000 – Released April 15

Blair, with a lengthy criminal record totaling 51 arrests since 1991, was taken into custody after police found a shotgun and revolver at the 100 Oriole Street residence, where she resided. As a convicted felon, Blair is not legally permitted to possess firearms.

She was also linked to a stalking complaint filed in June 2024 by an elderly woman who alleged ongoing harassment through calls, texts, and social media posts.

Investigation Remains Active

Although none of the seven individuals have been charged with murder, all were arrested during the course of an investigation tied to the May 2024 homicide, according to WFPD records and affidavits.

The police have not yet publicly connected any one of the arrested individuals directly to the homicide but are continuing to build their case. It remains to be seen whether further arrests or more serious charges will be brought in the near future.
