Texas Commits $250 Million to Make Railroad Crossings Safer for Pedestrians and Drivers

The State of Texas is investing $250 million to improve railroad crossings across the state, aiming to enhance safety for pedestrians, drivers, and communities.

Why Are Railroads Important to Texas?

Railroads play a crucial role in Texas and the U.S. economy and transportation system. Freight trains move large quantities of goods efficiently, while commuter trains help thousands of people travel within cities.

In East Texas, rail lines pass through towns like Tyler, Longview, Rusk, Kilgore, Palestine, Jacksonville, Troup, and Gladewater. Though many crossings operate safely, accidents can and do happen when vehicles or people get in the path of trains.

The Need for Safer Crossings in East Texas

Texas Senate Bill 1555, signed into law by Governor Greg Abbott on May 24, 2025, responds to tragic accidents like the death of 15-year-old Sergio Rodriguez from Houston. Sergio was struck and killed by a train while crossing the tracks on his way to school.

This new law provides funding opportunities for local governments to improve railroad crossing safety, especially near schools and busy pedestrian areas.

What Can the Funding Be Used For?

The $250 million can be spent on:

  • Overpasses or underpasses
  • Pedestrian walkways
  • Safety barriers and fencing

Projects must include at least 10% funding from sources other than the state, such as local governments or private partners.

For example, in Houston near Sergio Rodriguez’s school, the city, TxDOT, and Union Pacific have installed fencing along the tracks and are planning a pedestrian bridge so students can safely cross without walking on the rails.

When Does the Law Take Effect?

The new funding and safety measures will officially begin on September 1, 2025.
